An employee leasing company is a business which, by agreement,
places employees of a client company on the employee leasing company's
(PEO’s) payroll. In turn, the
leasing company “leases” these employees back to their original
employer, usually for an unlimited period of time. The PEO then
becomes the employer of record for payroll and payroll tax purposes.
As the employer of record, the PEO files all payroll tax reports and
submits all federal, state, and local taxes. The client company has
no responsibility for these activities as long as it remains a
client of the PEO.
